刘发林,男,籍贯河北赞皇,1963年7月生于河北邢台市。现为中国科学技术大学电子工程与信息科学系和微电子学院教授,博士生导师。1985年获清华大学无线电系工学学士学位,后又分别于1988年和2004年获中国科学技术大学电磁场与微波技术硕士和博士学位。1988年留在中国科大任教至今。曾于1997年至1998年在日本东北大学电气通信研究所访学,专门从事5mm波段NRD波导集成电路研究。于2002年初在澳大利亚墨尔本大学PRL实验室进行访问研究。主持或参加包括国家自然科学基金、863计划、973计划、国家科技重大专项、中科院知识创新工程等近20项,涉及毫米波雷达前端、毫米波仪器频率扩展、卫星组网通信、微波毫米波器件、计算电磁学等。曾获得1992年国家科技进步二等奖、1998年中国科学院科技进步一等奖等多项奖励。2001年入选教育部优秀青年教师资助计划。发表学术刊物论文90余篇,会议论文80余篇。其中SCIE、EI索引90余篇。现为中国电子学会微波分会副主任委员,中国电子教学学会理事;《微波学报》和《雷达学报》编委。
